In January 2004, Henan Tobacco implemented the reform of the business administration system, and Henan China Tobacco Industrial Company was formally established. In November 2006, Henan China Tobacco Industry Co., Ltd. and its subsidiaries Xinzheng Tobacco (Group) Company, Xuchang Cigarette Factory and Zhengzhou Cigarette Factory realized integrated merger and reorganization. In July 2009, with the approval of the State Tobacco Monopoly Administration and China National Tobacco Corporation, Henan China Tobacco Industry Co., Ltd. was renamed and restructured into "Henan China Tobacco Industry Co., Ltd." in accordance with the law.
The new Henan China Tobacco Industry Co., Ltd. is a wholly-owned subsidiary of China National Tobacco Corporation, with an annual production and sales of more than 3.3 million boxes of cigarettes, an annual tax profit of more than 17 billion yuan, and 8 cigarette factories in Xinzheng, Zhengzhou, Xuchang, Anyang, Nanyang, Zhumadian, Luohe and Luoyang, as well as Henan Cigarette Industry Tobacco Flakes Co., Ltd., with more than 17,000 employees. The company has 1 industry-level technology center, 1 postdoctoral workstation, 292 scientific and technological research and development personnel, including 6 doctoral students, and 49 technical patents. The company's business scope is the production and sales of tobacco products, the operation of tobacco materials and cigarette machine spare parts, the import of tobacco leaves and the export of cigarettes, and other production and operation, diversification and asset management related to the production and sales of tobacco products. The core brand "Golden Leaf" has been "well-known protection", "the most proud brand of Henan people", and has been included in the key backbone brand assessment by the State Tobacco Monopoly Administration.
