Regional telecommunications operators NTT East and NTT West have a monopoly on regional telecommunications services. NTT Long-Distance Communications is facing growing competition. NTT is also a leader in the ISP business. NTT DoCoMo is a telecommunications operator that operates mainly mobile phone services, and occupies 63% of the mobile phone business market in Japan. NTT also operates an international investment business through Pacific Rim. NTT holds 46% of the shares by the state.

In 1997, the Japanese government amended the Telecommunications Law to allow NTT Group to expand its business in the international telecommunications market. Under the brand name "Arcstar", the NTT Group continues to launch a number of international value-added businesses.

On December 3, 2004, NTT Communications Co., Ltd. (a large telecommunications operator in the NTT Group engaged in Japan's domestic long-distance and international telecommunications industry) and Beijing Xinwang Internet Technology Co., Ltd. jointly signed a cooperation agreement on "Overseas Virtual Exclusive Hosting Service" in Guangzhou to seize the high-end user market of China's virtual hosting, mainly attacking the telecom value-added market. On December 27, 2004, NTT Mobile announced that it would acquire shares in two holding companies with information services subsidiaries in China for a total of US$8.2 million (including US$4 million in Emcore Technology Inc. and US$4.2 million in Digital MediaGroup Co.) to provide wireless telecommunications services to the rapidly growing China.
