In 1999, Practical Power (Shanghai) Co., Ltd. (ACL) was established in Shanghai Waigaoqiao Free Trade Zone as the Chinese headquarters of Practical Power Group. In 2008, in order to increase investment and develop business in China, the headquarters of Practical Power China was moved to Taicang, Jiangsu Province, adjacent to Shanghai, and Practical Power (China) Industrial Co., Ltd. was formally established. Practical Power has more than 300,000 square meters of factory buildings in Taicang Economic Development Zone. The expansion of the headquarters will provide a more attentive and detailed service to the growing number of ENERPAC users.

On July 31, 2000, members of Applied Power's Board of Directors voted to distribute the Power Tools business to its shareholders on a segregated basis and renamed the remaining Industrial Tools business Actuant. As a result of the separation, Group sales increased from $482 million to $1.7 billion.
