Langshan Scenic Area Management Office (Langshan Geopark Management Office) was established on October 10, 1995, as a deputy division-level institution with administrative management functions, which is fully budgeted by the county finance and is under the management of the Xinning County People's Government. The Langshan Scenic Area Management Office (Langshan Geopark Management Office) consists of five departments: the Office, the Laws and Regulations Section (with the Langshan Scenic Area Law Enforcement and Supervision Brigade brand), the Planning and Construction Management Section, the Business Management Section, and the Environmental Resources and Address Relics Protection Section. On behalf of the county people's government, it is responsible for the planning, construction, protection and management of the 128-square-kilometer Langshan World Natural Heritage Site.
At present, there are 44 cadres and employees, including 32 with university degrees, 2 with graduate degrees, and 10 with college degrees. There are 3 subordinate units of the management office. The first is the Langshan Scenic Area Joint Law Enforcement Brigade, with 18 cadres. The second is Hunan Langshan Hengyuan International Tourism Development Co., Ltd., which is a wholly state-owned enterprise registered by the People's Government of Xinning County, which was formally established on June 1, 2008, and is fully responsible for the operation and management of Langshan Scenic Area, with a registered capital of 50 million yuan and an asset appraisal value of 334 million yuan in 2008. There are 65 regular employees, 30 cleaners and 50 boat crews. The third is the Langshan Monitoring and Exhibition Service Center, with 5 employees.
Xinning County is located in the southwest border of Hunan Province, northwest of Yuechengling Mountains, southeast of Xuefeng Mountains, and southwest of Hengshao Basin Hilly Mountains. The county borders Wugang City in the north, Shaoyang County in the northeast, Dong'an County in the southeast, Quanzhou and Resources County of Guangxi Zhuang Autonomous Region in the south, and Chengbu County in the west. Jinshi Town, the county seat, is 372 kilometers away from Changsha, Hunan Province, and 142 kilometers away from Shaoyang City.
Xinning has a long history. As early as 5,000 years ago in the Neolithic Age, there were human beings. In the twenty-fifth year of Shaoxing in the Southern Song Dynasty (1155), it was placed in Xinning County. In October 1949, Xinning was peacefully liberated. Xinning County is located in the southeast of the central part of the county, the Mahaling is majestic in the north of the city, and the Fuyi water surrounds the east, south and west, resembling a horseshoe-shaped peninsula. In the second year of Ming Jingtai (1451), the earth city was built, and there was a city. At the beginning of the Republic of China, it was called Jinshi Town. At the beginning of the founding of the People's Republic of China, Jinshi Town was still a small town of "one mile through the city and seven miles through the city, and one city under siege of three miles", after more than 50 years of urban construction, especially in the past 10 years, the appearance of the county town has undergone fundamental changes. Now there are many buildings, vertical and horizontal streets, surrounded by green water, verdant mountains, and the beautiful mountain city has become the political, economic and cultural center of the county.
The county has jurisdiction over 18 townships and towns, with a total population of 616,000. Twenty fraternal ethnic groups, including Han, Yao, Miao, Dong, Zhuang, Mongolian, Hui, Tujia, Yi, Korean, Tibetan, Li, Manchu, Bai, Hani, Wa, She, and Jing, live and work in harmony and contentment.
The county belongs to the subtropical monsoon humid climate zone, with the characteristics of mountain climate. The average annual temperature is 17 °C, and the average annual precipitation is 1360.6 mm. There is abundant light and heat, abundant rainfall, four distinct seasons, and a pleasant climate. The local products in the county include citrus, navel orange, deer antler, kiwi and so on. Citrus has been cultivated for more than 800 years. In 1978, it was designated as one of the 15 citrus production base counties in Hunan and the 100 in the country. The production and export volume of navel oranges account for the first place among the four major navel orange bases in the country. In April 1990, in the National Famous Fruit Selection Competition held in Beijing, Xinning No. 7904 Huanavel won the gold medal.
Langshan is a world natural heritage site, a national scenic spot, and a national geological park, located 15 kilometers south of the county, with a total area of 108 square kilometers, and has jurisdiction over 5 major scenic spots, 18 small scenic spots, and more than 200 important scenic spots. The scenic spot belongs to the typical Danxia landform, the geological structure is complex and unique, and the elements of mountains, water, forests and caves are complete. In the meantime, there is the majestic "natural bridge" in Asia; The "General Stone" that has both form and spirit and stands proudly; the "first lane in the world" that is cut by axes and knives, and is far-reaching; The image is realistic, the towering "Chili Peak" and the jubilant protruding octagonal village "Whale Troubled Sea" can be called the wonder of the world. As early as the forties of the twentieth century, the famous poet Ai Qing found that this was a magical landscape when he was teaching in Xinning, and in 1988 he personally inscribed the banner of "Guilin landscape is the best in the world, Xinning landscape race Guilin". On September 14, 2002, the French "Spider-Man" Alain Robert climbed Chili Peak with his bare hands, making the silent Langshan famous all over the world.
With the deepening of reform and opening up, the county's highway construction has developed rapidly. During the "Eleventh Five-Year Plan" period, the county's transportation construction investment of nearly 6 billion yuan, a total of 25 key highway construction projects, 170 kilometers of national and provincial trunk roads and 5 bridges into the provincial "Eleventh Five-Year Plan" construction plate, the total mileage of rural smooth highways reached 1,380 kilometers, which is 135% of the provincial target, and took the lead in realizing "township and township oil roads, village roads" in the city.
In 1983~1989, the county raised a total of 13.82 million yuan, built 20,825 square meters of new school buildings, and renovated 160568 square meters of dilapidated buildings in primary and secondary schools. In 1985, a plan for universal nine-year compulsory education was formulated. In 1996, after the provincial acceptance, the elimination of illiteracy and the universalization of nine-year compulsory education reached the standard. In 2003, Xinning No. 1 Middle School was evaluated and accepted by the province and recognized as "Hunan Provincial Key Middle School". Early childhood education is developing rapidly. In 2010, in addition to public kindergartens, there were 37 private kindergartens, and the enrollment rate of children in the first year of school was 90.9%. There are 141 primary schools, 31 junior high schools and 5 high schools, with a total of more than 58,000 students. Vocational education and adult education have developed successively, and Xinning County Vocational and Technical School was successfully relocated in 2009 as a whole, and was listed as a "tourism talent training base" to train qualified reserve talents for the development of Xinning's tourism industry.
